Drpic – Crop by dragging. Web2.0 looking and has features that you wouldn’t need any other image editor. One of my favs

Webresizer – Nice one that will even optimize your picture and make it clearer

Picresize – Another nice one with a lot of features you can play around with. When you are done, you can save the picture in three formats PNG, JPEG and GIF.

Resizr – You can use an image URL or you can upload an image. There are a lot of options on this one too like quality, sharpen, rotate and more.
